A third party license to use the song is different from asking the band who wrote it if it'd be cool to use it. Whoever was asking the band if they 'let' Trump use it isn't understanding what is actually happening here.
Most likely the Foo Fighters, as a revenue stream, sold rights to sell licenses to use their songs in commercials, public events, etc to whatever company Trump bought a license from. Its out of the Foo Fighter's hands, outside of making a huge public stink about it.
The REAL question here is whether or not the company was legally allowed to sell the license, AND whether or not The Foo Fighters understand that.
Grohl sure as fuck understands licensing of music and intellectual property- sauce: his fucking decades long battle with Courteney Love over Kurt's Nirvana songs/revenues...he gladly accepts the royalty checks, so he can fuck right off
The thing that is tricky with the foo fighters is that the band members themselves own all the rights to the music, they then license it to the record company. This is very not normal in the industry where usually the record company holds the power but in this case Grohl already had the star power from nirvana to leverage this different type of situation. So it might be a case where the company didn’t have the ability to relicense the song.
Yep, if you go read the BMI site, the DNC and RNC might be violating the terms and conditions because not only are they using the songs live, they are broadcasting them on TV and digital video sites.
So, they should be suing both Kamala and Trump to stop them from violating terms.

u/#correct
Even if someone owns 1% of the song, they are allowed to license it to whoever they want, as long as the other 99% owners get paid as well.
But that would not be Trump's fault.

But, they will obviously let Kamala slide. Because why appear neutral once you've earned your fortune?
