Sometimes, to save a nation and its people from abject tyranny and enslavement, distasteful methods must temporarily be used.
Why would he suspend habeas corpus? There are half a million sealed indictments all with probable cause attached. Any "round up" as you call it would be simple arrest warrants based on those affadavits.
