One way we usher in communism and Marxism is just by what I perceive as your statement.
So if we are to have law and order with the constitution how do we deem homeless Americans (legal Americans) as dirt and crumbs and since you do not see them do they cease to exist?
The multi-angled was we are in and many claim Chyna is paying for a lot of this in the USA is to kneel at the boots of Law Enforcement while law enforcement is factually doing evil to Americans and we use the disguise of they are illegal or criminals.
So if we want the constitution to be upheld we are innocent until PROVEN guilty are we not? Under the 5th Amendment.
Evil has a backup plan too. Their first may fail but they will also still show how easily it is to beguile you.
The best answer if people REALLY want homeless people to cease to exist is to remove these policies and put USA FIRST.

"What to do" with all these people, mostly undesirables and "lost souls" who have little chance or skills to improve their own lots, is WAY above my paygrade. I'm just an average conservative citizen of a southern state in a concentration of like-minded Red conservatives.
We simply do not want the pathologies that we see in San Francisco, Los Angeles, NYC, Chicago, and elsewhere visited upon us. Nor do we have the resources to save every person -- malcontent, misfit, lazy bum, drug addict/alcoholic, or mentally ill person -- who decides to set up house on our streets and sidewalks.

A broken window here that goes unrepaired, graffiti that is left for all to see for years on end, a lone tent on a sidewalk.... pretty soon people in that area get used to the decline and will tolerate more and more until they wake up one day and find their neighborhood unlivable.
What happened? I'll TELL you what happened. Tolerance... that's what happened. We are so used to leftists telling us that we need to "tolerate" this and "tolerate" that, same sex marriages, gay pride parades with dancing nudes in the streets, prostitutes roaming the streets at night, dangerous Venezuelan gangs taking over entire city blocks... all in the name of tolerance.
Um, no thanks. It's not that I don't care about these people, but having little resources to fix the problem, having just enough resources to help our own poor and unfortunate without bringing in other people who hate us and will resort to crime as the only way of life they know.... no. Simply NO.
Go do that shit somewhere else, and I don't care WHERE they do it, just not here in my hometown, my county, my state. And if it takes making examples of a few of therm, or even MANY of them, so be it.

The GREATEST thing that can (and likely will be) done is when Trump follows through on his promise to conduct the greatest deportation program in history and we get rid of approx. 50% of the problem immediately. The rest of it may take some time, but however it's done, I assure you, it WON'T be fixed in my hometown.
We'll ship those parasites off somewhere else if we have to. I have little patience for parasites... I may feel sorry for them, a little, but they just need to move on and take their multitudinous pathologies with them.
