Probably a mossad operation. Trojan horse. The enemy thinks somehow they have gotten secure tech comms, but in reality, they got a bomb ready to blow strapped to their belt.
Mossad probably monitored their positions for maximum impact. I mean, sidestepping whether it’s right or wrong, it is clever.
It is harder for hezbolla fighters to hold and shoot a weapon if they have an injured hand. The injuries also identify them. Like the exploding ink in bank robberies.
Assuming all the pagers were indeed hezbolla pagers. So far, it's being reported like that, so maybe not a war crime, to sabotage enemy equipment.

Believe it or not pagers work better in tunnels. Low frequency however low data transmission is the trade off.
The idea of it is horrific. Not surprised the religious group that shall not be named is responsible.
