No. Congress wants to be the ultimate power broker, as evidenced by this proposed bill and wanting to stack the SC. Congress is primarily Dems and RINOS, i.e. the Uniparty. They have shown us their inability to compromise and pass anything worthwhile. They no longer represent WE THE PEOPLE.
In order to bring back American manufacturing, there needs to be a few new types of tax credits. One is for the labour expense and a new type is for the purchaser. You should be able to get a tax credit for purchases of repatriated American manufacturing. You should also be able to sell/transfer your tax credit to a higher tax bracket individual. This tax credit can be established with a lock chain secure tag.
This is generally true and I'm in favor of the policy, it goes back to Alexander Hamilton. But I don't think the auto industry is a good test case. The new era of illogical engineering in auto manufacturers is borderline criminal how they are developing within the paradigm of planned obsolescence. They are making them practically disposable with the inability to afford repairs.
As consumers more and more catch on to this industry wide scam, they will be intentional in seeking out used vehicles that are at least affordably restorable, and also ignoring overall cost if foreign manufacturers are still prioritizing solid reliable vehicles with engineering intelligence and quality parts.
