Yes, this is what I'm saying. In some places, particularly often in predominantly black neighborhoods, there aren't government allocated resources to a well-functioning public library that can offer wifi.
DMV resources are also often much more limited in these areas.
Actually, it's being generous, considering all it takes is basic literacy and a willingness to seek out the information.
