“State election law already contains robust voter ID requirements with strong protections to prevent voter fraud, while ensuring that every eligible voter can cast their ballot without hardship. Imposing unnecessary obstacles to voter participation disproportionately burdens low-income voters, voters of color, young or elderly voters, and people with disabilities.”
So it looks like the law prevents local governments from making additional laws. There are still pre-existing Voter ID laws that are in place in California.
The bill still relies on the Democrats-as-the-real-racists claim that people of color are so dumb that for them obtaining an ID is a burdensome obstacle. The commies are so desperate for votes from non-citizens that they think it’s worth insulting black Americans.
The comments that democrats are making are that resources in predominantly black neighborhoods are notoriously low, in terms of available places to renew as well as information resources. The "too stupid" thing is kind of a cartoonish way to put it
I already acknowledged that the bill bans local additional ID requirements, but the statement you quoted includes,
Imposing unnecessary obstacles to voter participation disproportionately burdens low-income voters, voters of color.”
If an American citizen, CA resident, and eligible voter already has a valid ID and uses it to comply with CA’s existing voter ID requirement, then an additional local voter ID requirement wouldn’t be an obstacle or an imposition. It would just be redundant. So why pass this bill? Because the CA commies are planning on at least not enforcing the existing voter ID state law, and are possibly planning on repealing it. They want to preclude the possibility of local laws taking its place. Notice the weaselly sequence they chose.
Don’t waste your time playing devil’s advocate with Democrats’ bullshit claims. “low… information resources” is their way of euphemizing ‘uninformed and unresourceful’. How concerned for black Americans’ supposed lack of ID resources were the Democrats in the 20th century when the logistics of getting an ID might’ve actually been more difficult and blacks had less wealth, but when there were also far fewer non-citizens in the US? The Democrats didn’t mention it at all because there was less of an opportunity for them to get non-citizens voting. 20th century Democrats were also better people than current Democrats. They took their losses to Republicans such as Reagan without becoming ridiculous traitors.

It would depend on what that additional requirement was.

Actually there are proven fewer resources available to them. Communities are built on the resources available, which is why most often the best towns/neighborhoods have good access to public education and resources. Well maintained roads, responsive emergency services, green space, etc. All things that are funded by taxpayers and built/maintained by the government.
Historically, in predominantly black communities, there was not as much government spending going into those communities. They had fewer resources and have struggled as communities, historically, because of it, and those struggles carry over to present day.

Probably not concerned enough! So hopefully those democrats are getting voted out of office. Most of them are probably dead though, considering I think you're talking about 60 years ago, so it's good that things are changing in favor of making more resources available so that we can have more high functioning communities.
...and even if, by some twist of fate they have no access to internet whatsoever in a modern city in california, there is the simple step of asking someone. (no free wifi!?!? not even a public library? christ, california is in worse shape than I thought if that's the case...)
oh, yeah, just head to the DMV, they'll tell you what you need, it's over on <streetname>."
Christ, if anything, Democrats are calling black americans stupid and lazy.
(no free wifi!?!? not even a public library? christ, california is in worse shape than I thought if that's the case...)
Yes, this is what I'm saying. In some places, particularly often in predominantly black neighborhoods, there aren't government allocated resources to a well-functioning public library that can offer wifi.
DMV resources are also often much more limited in these areas.
According to the statement:
So it looks like the law prevents local governments from making additional laws. There are still pre-existing Voter ID laws that are in place in California.
This is misleading.
Thanks for the clarification.

Well, no, because the law still requires an ID.
The comments that democrats are making are that resources in predominantly black neighborhoods are notoriously low, in terms of available places to renew as well as information resources. The "too stupid" thing is kind of a cartoonish way to put it

Actually, it's being generous, considering all it takes is basic literacy and a willingness to seek out the information.

It's not just in California.
