So you would think it would be used for good to prevent catastrophic storms. Yet its not and the opposite is true, it is being used to create catastrophic storms. Those behind this need publicly executed for their crimes.

That is how the land grabs are happening in Hawaii, Florida, Georgia, Tenn, Car, etc.

Create the problem, offer a worse solution and watch people give up/break down.

Swoop in and take the resources without firing a single bullet or submitting a single law suit.
