ZERO HELP for anyone without phone, internet, electricity, water, and food. According to FEMA, they can go ahead and die.

It's worse. They will not let Elon deliver free starlink so people could apply for help.
They are blocking help in an attempt to control the arriving help, resulting in a red tape blockage. I would ignore them and do a workaround.

To help in applying for FEMA assistance, Charlotte County Transit will provide free rides to and from Charlotte County Libraries to any resident who needs free Wi-Fi or online access via a library computer. To reserve a free Transit ride to a Charlotte County Library, call 941-833-4000 between 8 a.m. – 6 p.m. through Sun., Oct. 6.
Until a disaster recovery center opens in Charlotte County, residents can apply for assistance in person at the DRC at Sarasota Christian Church, 2933 Ashton Road, Sarasota. The DRC hours are 9 a.m.-7 p.m. Monday-Saturday and 1-5 p.m. Sunday.
Free rides to library for those without WIFI
Our government is reaping the results of choosing DEI department heads. Control is more important than saving lives.
If they let won't pilots land at the airport. than create your own runway. We will not comply, and we will never back down.
Only the people who still have a home will be helped. Why? Because there is no legal argument in favor of confiscating land that is occupied. No judge in their right mind will rule in favor of a govt claiming imminent domain after a natural disaster.
However, if your home was destroyed by a natural disaster and you are forced to rebuild, then there is a legal argument in favor of land confiscation, because if every family whose house was destroyed were to file an insurance claim, the insurance companies would most likely go broke long before settling every case. Remember, insurance is scam much like the Fed's "fractional reserve" monetary policies. Insurance companies are only obligated to keep in reserve a fraction of the money they take in for insurance claim pay outs. This is why they always threaten to pull out of states like FL when a massive hurricane hits and destroys thousands of homes.
The cheaper option is for the insurance co's to pay out a settlement at a fraction of the cost it would take to rebuild and for the govt to force the families to move by claiming the land is now contaminated with bldg debris and toxic chemicals and substances that now need to be cleaned up before human habitation can resume. Then, que the massive corporate conglomerates to swoop in with [their] "plans" to "fix" the mess. The poor get dispossessed and even poorer as a result, while the rich and the govt get the land and continue to get richer.
I saw this with my own eyes in Homestead after Hurricane Andrew. And hardly anyone outside the state of FL, or even S.FL even knew it was happening, as this was in "the time before," as my kids call it. Where there were once neighborhoods, there are now mega conglomerate owned commercial bldgs. This was also when FL started selling off more of the Everglades and Big Cypress to help keep the state financially afloat.
Something similar happened again after the summer of '04, when C.FL got rocked with 3 hurricanes over the course of 6 weeks, and 4 in a season. There were people waiting for almost 5 yrs for insurance claim payouts just to have their roof rebuilt, and those that lost houses ended up taking payouts that still left them destitute. Some still haven't been able to buy another home and have given up on that dream. 5 insurance companies were threatening to leave FL after that and basically forced their customers to take lower payouts. Payouts based on what the original value of the home was worth at the time it was either built or sold to the current homeowner. So, you can see where it led people ending up homeless and destitute.
Every facet of our society is a scam designed to pilfer your hard earned savings and capital away from you and into [their] pockets. If we didn't have these scams taking so much money from us, we'd be able to finance our own recoveries and wouldn't need to rely on the govt or the mega corpses for help.
