It blew over their tents, paperwork, etc. The pilot did that with a very steady hand.

Yeah, that tends to happen when attempt to land next to an unlashed lightweight supply area.

IMO This was either bait hoping someone would shoot at the chopper or it was a civilian bird who was determined to land and reversed decision.
