My brother lives not far from Tampa in Hillsborough County. He only recently moved to Fl from Wisconsin.
According to him right now they are only evacuating people in his county who are designated A and B and anyone who lives in a trailer. So far he has not been designated to evacuate.
I suspect they will be evacuating different places in stages.
Having been a survivor of massive flooding here in NC after Hurricane Flo we weren't told to evacuate until it was too late. It flooded three days after the storm but there were so many trees down and flooding to the north of us that there was nowhere to go.
Yes, Florida and Texas wand probably all states along the coast are in zones and told when each zone is to evacuate. I live in one of the last zones to evacuate in my area in Texas. Most of the time we don’t have to.
HI. Old Florida boy here. You need to tell your brother to be prepared not to have a roof, and for everything he owns to be wet. If it doesn't happen great. However, I've seen this before, and the only houses that still had roofs were Spanish tile roofs.

Same thing with high rise fire evacuations.
Fire spreads in a matter of minutes. If you get out ASAP, and quickly and calmly, everything is fine.
If you mass at the top of the stairs and wait for someone to give permission like they drill you to do, you might end up dead.
That must be by design.
I think it's due to the tidal surge that hits land before the main storm. So I think they're trying to get everyone off the coast? Just my guess.
