I believe that God intentionally designed a security mechanism within the human brain.
If the brain weren't somewhat resistant to "theories," we could easily be misled into becoming alarmists without sufficient cause.
Fraud would be even more rampant if people reacted prematurely to potential conflicts.
I think God knew that only a certain percentage of people, based on their personality traits, would be more proactive in responding to threats.
While this does lead to the "too late to act" scenario, the alternative of reacting too early and being overly alarmist would be worse.
As a result, most people only respond when they see clear signs of danger. This approach has its flaws, but in the long run, it's better for humanity.

I have the same frustrations as you do. So I thought deeply about why would God allow this.
I came to the conclusion that the opposite would be worse.
If you’re right, then the problem isn’t them, and it’s not a problem, but design, and the problem would be me, likely in full Numbers 14:39-45 mode.
Seems legit. They doubted, I rarely pray first and wait before engaging - on account of not knowing how to hear the answer. Maybe take a cue from Gideon…

You might find the book Influence by Robert Cialdini insightful. It’s a well-known book among sales and marketing professionals, and it explains how certain automatic triggers (what you could call built-in programming) have been placed within the human species by God to ensure survival.
The issue is that these triggers can sometimes lead to false positives or inaccurate reactions to the world around us. If we're not mindful of how we communicate, these automatic responses can work against us.
One thing President Trump understands well is purposeful communication. He knows how to break through by selecting the right combination of words. However, if he chooses the wrong words, our self-defense mechanisms can kick in and block the message, even if what he’s saying is true.
This is one reason why some people don't believe in certain things, like conspiracies, until they actually happen—regardless of prior warnings.
