That's a Hurricane Hunter collecting data. It's a WC-130J (Lockheed) flown by the Air Force Reserve 53rd Weather Recon Squadron. They are based at Keesler AFB in Biloxi Mississippi. They've been flying those missions since at least the late 1940s.
Just to add to this, those hurricane hunter guys have balls of steel. There was a documentary about them a few years ago, and my god do they fly through some shit.
Heck, they probably were trying out new particulates in order to get a bigger bang out of Milton, but they didn't get the right mixture or the particulates were the wrong type. Cloud seeding is just like crop seeding, if you don't get good seeds you don't get good results. They were using Milton as a test bed to see if their newest concoction would work to their expectations. Now the mixture on Helene did exactly what it was suppose to do, but Milton, not so much. Not enough destruction.

Saw this same thing...they have outfitted a couple c-130s with weather measuring devices. So that's what they (ostensibly) send into hurricanes to measure wind speed, barometric pressure, etc.

That is a WC-130 weather bird. They get to fly into hurricanes at 8-12,000 feet. Fox had them on going for a bumpy ride.
