Q said less than 10 know the full picture. He also said, "Less than ten can confirm me". Operators seldom know everything about a plan. It's called compartmentalization. They are given their mission and they execute it. It's how all large operations are done. The Manhattan Project was a prime example. Thousands of people worked on the project but only a few at the very top knew what the final product would be.
Exactly this.
Pay grades and such like.
I'm aware of that, spending 20 years in the service. But it just seems weird that that wouldn't have been caught.
Perhaps I'm overthinking it. I haven't had my coffee this am.
