On top of single issue bills, bills must also be issued at the cost of no less than 1 thousand dollars per page to the national debt/treasury. It must come out of pocket and not by taxpayer money.

To be honest, lots of that travel is paid by lobbyists. We need a rule 6 there. Also, need a #7, 'no dual citizenship' rule to hold federal office.
