"Negro" on a US birth certificate from that era would most likely mean a black person born in the US.
How people have dealt with classifying races and ethnicities has changed over the years, and differs amongst different countries. Black people of mixed race in the US were at one time classified as quadroon, octaroon, mulatto, etc...
I think there are even differences between how different states in the US classifies people, as well.
Fabricated after the fact, yes. Some more information I had heard way back when is that his mom can be placed in Seattle when he was about 2 months old. Back then they didn't let pregnant women fly and other modes of transportation would likely be ruled out. He was most likely born in Seattle and his father is probably Frank Marshall Davis. It would make him an American citizen, but the official story is probably not true. His grandfather was definitely CIA, so something more could be to that, or maybe has nothing to do with it
