I'm not a lawyer, but as I understand it it, Federal law overrides State law if they conflict. Different states can make their own laws about all kinds of things, different from each other, but if they conflict with Federal Law (i.e. the Constitution), the Feds win. That's why it was so important that Roe v. Wade was overturned- each state can now make its own abortion laws according to the will of the local population.
