The white hats to me aren’t a detain squad of people stopping anything.

They are counter intelligence agents against the CIA. They are recording who is involved and what they are doing.

They do not have the power to arrest and detain in my view.

You are expecting them to have detain powers. I don’t think they do.

They are intelligence nerds.
