Ever notice the overwhelming number of non-functional, less than a full adult, people in charge of administering our voting places???
Every poling place in every state I've lived in was all the same... people you'd never run into on the street or a literal poster child for NPC...
There are exceptions for sure, but it seems to be the norm.
Conspiratorial theory is that losers are WAY easier to control when they've got little power in their lives...the honor of welding power over others in the community in ANY capacity, makes them feel important and powerful - in a life where they don't get respect or have power in anything else...They hold on to that like a squirrel with a nut - and they'll do what they're told, right or wrong, because they don't want to give up their little power grip....
As a election poll worker in NY, we do not really discriminate on who gets to be a poll worker, especially since we are constantly understaffed and lacking manpower, to the point where I have to do the work of two people all of the time.
Have complaints on who's running the polls? Why not GAW encourage people to volunteer instead of complaining all day? It will surely make my job easier. And we will get higher quality people running the polls.
It's a civic duty and responsibility to participate in government. If people won't volunteer then draft. If we can make a citizen then we should be able to remove a citizen. People who violate their oaths, felons, mentals etc should be barred from participating.
Most of these jobs are needed a few days every few years. You're basically getting people with employment issues or retired people who want a little extra cash.
If you're relatively well off and old, you're more likely to volunteer as an observer. Because then you aren't on the clock 16 hours a day at relatively low pay.

Volunteered to be part of the team every year for 5 years...
They won't let me in their little club - I'm not a Democrat, I'm not a woman and I'm not black.

Blue states maybe. I am in a red state and it's adults. W/hen I was in WA, you don't even get to go to the voting place. All through drop box.
