The corrupt will be corrupt with or without term limits - these people know all the tricks. I dont have any suggestions to fix that but the whole system needs an overhaul that is for sure.

I do:

public financing of campaigns,
public disclosure of individuals donating,
maximum donation $ limit per individual per election race,
maximum donation $ per person per calendar year,
corporate/union/organized donations banned.

To qualify for campaign financing, set a minimum of:

receive > 10 % of the total election cycle votes,
get signatures of at least 10% of the total of last election's voters.

The most you'll get in the primaries is 10 candidates. That'll give regular folks a chance to be heard. Businessmen, plumbers, fishermen, x-ray techs, 7-11 cashiers, housing contractors, bartenders. God knows gov't could use a few outside accountants, too ...

I think we need to uncap the house of Reps and go back to 1 per 10k. Similarly their wages would be the median income for their district. It would be cumbersome, but better.

I believe term limits would get rid of the parasites who see it as their ticket to fame and fortune. Mostly fortune though, money is their everything.
