Because apparently they were pissed because apparently thousands of people who wouldn’t learn the language, kept driving up the cost of housing and property, and taking jobs from the locals was causing problems. The irony reading that article was palpable

a thought on these countries where their peoples are now flocking to enter the USA illegally: those with the resources to come are the ones coming here supposedly for a better way of life. they leave behind others that do not have the resources to make the move and those that have the resources to be comfortable enough that they do not need to improve their way of life. this creates a much larger wage gap between the wealthy of those countries and their lower classes. on the bright side, the lower classes have more opportunities now that their "middle class" is abandoning their nation.

I was stationed in the Panama Canal Zone (Marine Barracks, Rodman Naval Base) back in the day, and it seemed to be a fairly livable place. Admitted, I lived in the Canal Zone under US law and military UCMJ and the relative quiet in that area, but I've spent a LOT of time out in the city and up in the interior.
Before Noriega is was a rather wild place, but afterwards Panama seems to have gotten their act together and is striving to come out of the Third World; however, concentrated pockets of poverty and favelas still can be found.
On the whole, I'd MUCH rather live in America, my home, than to become an ex-pat, but if that's what (they) want, to move out of America, they could do much worse than Panama. Maybe we could set up a GoFundMe page to help finance travel arrangements, with the proviso that it is a one-way trip and they would have to surrender their passports upon departure.
TBF, many of the reasons people fled those countries can be traced to US intervention. We've been seriously meddling in those countries for more than a century and almost always make things worse.

I donated for decades to charities to "adopt" a child and provide support for necessities and education. I received letters and colored drawings from those children, thanking me! Some went on to become teachers or nurses.
Many Americans have devoted countless energy and donations to make those countries better for . . . the people who live there.
You're right, and I think that's why individual Americans are generally welcomed by the people of those places. They seem to be able to distinguish between the American people and the American government.
What's less distinguishable is the difference between American government and American corporations. In that part of the world, they probably look identical.

El Salavador is fairly nice now or so I hear. In fact according to recent stats it’s safer than many American Cities. Granted that’s at least in part because of a zero tolerance policy on crime and other behaviors that would have many Americans shrieking “Government Tyranny!”.
There’s even a whiff of Gang or organized crime activity. Even something like a shooting, which many Americans consider part and parcel of Urban life. Bukele drops the hammer. Road Blocks, Checkpoints, Searches, round the clock patrols etc.
