Senators need to do their jobs by the book. Refusing to confirm a legitimately qualified candidate for personal, or political reasons should automatically trigger a recall vote. Senators are our employees, not our overlords.
So apparently he can use both the vacancies act and the recess appointments law. Per RAV commenter Jeffrey Clark, he can start with recess appointments, those last 2 years then he can extend that with the vacancies act for an additional 210 days. So almost 3 years without a confirmation vote. By then we should have most of the trash in the senate taken out by either arrests or resignation.
Normally I agree...however for things like this it would be best if the public had some headsup so that they can understand what is going on.

The Vacancies Act directs that the first assistant to the vacant office is the default acting officer. However, the act also authorizes the President to direct a presidentially appointed, Senate confirmed officer or a senior agency employee meeting certain criteria to serve as the acting officer. (5 U.S.C. & 3345(a).)
So it looks like if Trump can make his appointees into 'senior agency employees' first, he can promote them to 'first assistant' to each vacant office and then they can fill the positions?
