Congress generally cannot substantively constrain the President’s pardon authority through legislation, as the Court has held that the power of the President is not subject to legislative control. Congress can neither limit the effect of his pardon, nor exclude from its exercise any class of offenders. The benign prerogative of mercy reposed in him cannot be fettered by any legislative restrictions.
I would imagine that the original purpose of Presidential pardons was to protect political persecution (e.g. Bannon). But, somehow it turned into "you can pardon murderers, traitors, drug dealers, rapists, and pretty much any criminals you want". There should also be a limit to how many pardons they get. Nobody should be above the law. Not even the President.
Why we let Presidents pardon criminals is beyond me.
This practice needs to be eliminated.
I disagree. Its an important way to overcome politically motivated persecution.
So, pardoning rapists and murderers and traitors helps the American people how?

“The power of the president is not subject to legislative control.” I love the separation of powers, (at this moment in time!)
