He's playing with the DS. They are sitting there trying to count who they have on the inside and he's setting them up for disappointment at every turn. If I didn't know better..... I would say the WH are using the DS's final playbook of giving hope and then taking it away, again and again and again. That's how you demoralize your enemy. Probably never have to fight, they're emotionally exhaust themselves.
