We have laws for that, which are already ethics and morality based. Experimenting like this on prison inmates violates every legal, moral, and ethical code known to mankind. Which is why it's banned under the Geneva Convention's POW section.
I believe what you are looking for is the “Declaration of Helsinki”, covering informed consent in medical trials. Criminal prisoners are not covered by the Geneva Convention.
