Especially people from new Jersey. A few sightings are probably personal quadcopters that either the rich have or the police/military are testing out. The only other theory ive seen float around is these are high tech nuke sniffer drones looking for a dirty bomb and the tech has been around awhile.
I noticed when the ship/boat (coastguard?) was present the drones stopped flying. When the boated existed the view to the right the lights came back/drones flew again.
