Half the country was laughing. And the other half was finger wagging at the half laughing and saying we shouldn’t be celebrating a man’s death. Even if he was CEO of an Insurance Company.
I don’t recall anyone being particularly afraid. Except perhaps other Health Insurance Executives.

So yes, depending on the true motivations of the murderer, this could have been an act of terrorism.
