Well I think calling these 2 countries states would actually be a misunderstanding of the situation. What will happen is the us will annex the countries and integrate the provinces and territories of Canada and States if Mexico. (Fun fact the official name for the country of Mexico is "Estados Unidos Mexicanos" or the United States of Mexico) these regions will need to become territories 1st before integration
