What I mean is that all cartel members will say they have an "in" with the government, but government officials will never publicly admit a connection to the cartels. As long as they don't side with the cartels publicly, the Mexican Army won't side publicly with the cartels either.

But everything in Mexico has been corrupted, it's just a matter of degrees at this point. Trump's actions can't come soon enough for the good people in Mexico.
