Could be, but then what about the explosion? By that I mean it was a bunch of fireworks and camping propane tanks.. that's pretty much someone making a "bomb" who has only watched cartoons about what makes a good bomb.
I mean unless whoever did it didn't actually want to hurt anybody aside from the driver. (which that's totally possible)

Unless they figured that the payload would suffice to ignite the battery pack and create a local inferno.
