Some regulatory tax charge paid to unskilled service labor overseas or something. if they had to pay the US government an extra 20 dollars a head per hour it would curb the call center labor while still leaving wiggle room for the higher salary positions that do work remotely in STEM fields.
If it cost companies equal or less money to have the phone banks it the USA, they would do so.
Maybe a smart company would factor in happy customers as a major part of its business plan.
