There are other fixed wing dropping retardant. They are based at the San Bernardino tanker base. One is a old DC-10. There are a couple little 4 engine jets in that mix.
I guess it is very acoustic, though it will only be used if fresh water is not available. The alternative is destroyed property. I am glad you brought this up.
Since these tank trucks are set up ahead of time, I guess there would be time to process the water.

Sea water is not really a problem in an emergency. Sea water doesn't have that much impact on the ecosystem. If there are concerns then fresh water can be used on the effected area after the fire if there hasn't been any rain.
Cure shouldn't be worse than the disease. Brush really isn't the problem. The root of the problem is weather warfare (drought), political warfare (Delta Smelt/drought), and direct warfare (arson/terrorism).

Yes, concrete tanks would make more sense. But for temporary, portable storage, the steel tanks could utilize a vinyl pool liner - or better, be permanently lined with a vinyl interior coat, a la 'Flex Seal' which would make it waterproof and rust proof.

Considering that a pumper with even a single, smaller 1" fire nozzle flows at around 210 gpm, even the largest containers wouldn't last long at all, just minutes with several hoses going. Back in my VFD days, it always surprised me how fast we could empty a tanker.

They are designed in 'V bottom' or 'round bottom' configurations.
My friend in OK gave this suggestion. (There are many Frac Tank trucks here.) Salt water can put out fires as well as fresh water, and they have plenty of it. They just need mobile reservoirs.

We do limited burns when their is no wind.
