I think they probably had a no personalized signs policy, blanket rule. If he wanted to send out a message he would have acted with more discretion at setup and intensity at presentation.
I don't think there was anything to see there. Goldfinger sure didn't put much protest, and I'm not sure it was even his sign. The sign was between the seats, and the guy next to goldfinger just handed it over to someone off camera.
It would have been interesting if it could have been read just to see what it really said.
The sign may have been belonged to someone that had been sitting there before goldfinger took the seat.
He actually was upset. You can see him bring the sign and set it between the seats. Then someone off camera asks for it and the other guy grabs it and gives it to the person off camera. Goldfinger then sighs and looks at that person like "seriously man".
