Those were my questions as well, seems like an amount far beyond what I would expect their budget to be, and also far beyond what any agency can just spend without Congressional approval. If true, this has serious implications and makes one wonder what all the other agencies are doing as well.
The idea is to float these NGOs for the duration of the Trump presidency. They said it's like we are throwing gold bars off the Titanic in an attempt to keep the organizations afloat for the next four years. Our citizens received 700 dollars for fires and flood.
