For someone to sign a BLANKET pardon, they should possess the mental faculties to assess the entire time period.
At the very LEAST, they should be able to describe what the pardoned person was (supposedly) doing during that time frame.

I think the point has been missed about Biden issuing preemptive pardons.
Each of these people WORKED FOR Joe Biden, under his direction as President. Joe Biden issuing preemptive pardons for crimes they committed during his Administration means that Biden was aware of those crimes... and he permitted the crimes to occur. That means Joe Biden was aware and complicit in their crimes.
Can a president, who is a co-conspirator in criminal activity, pardon his fellow criminal conspirators? In that case... the pardon itself becomes a crime, being part of the conspiracy.
