There is no cost savings. These methods are allowing foreigners to take over American companies from within. For example, these companies hire for positions not inline with the purpose of H1B-Visa, like manager roles or tech support. These managers now have access to hire others on H1B for other roles non-H1B visa roles. so non-citizens allowing other non-citizens to come over, and it grows from there.
