Eg in Tesla's case they need to build the production plant, including land, building, equipment etc. The plant will only start to produce a positive cashflow once monthly sales profits exceeds the cost of all production costs+ setup cost. Gov is no different, you have to sometimes "invest" in projects that don't give you a return or sometimes not at all. Eg tax cuts will equals increased individual and business spending which will result in increasing market stimulus etc.

I think the whole Court system needs to looked at closely. If judges make decisions that is then easily overturned in a higher Courts due to misunderstanding or misrepresenting the law then these judges need to be stood down without pay.
