Yes, actually helicopters are so ugly , the earth repels them, that's how they fly..
Since this is all speculation at this point- Here's mine.
PSA5342 is approaching rwy 01 - controller ask if 5342 can make circle to land approach to rwy 33, they accept and continue approach.
PAT25 is transitioning via RTE1/RTE4 helicopter visual route along the river.

ATC comm to PAT25: "PAT25, do you have the CRJ in sight? PAT 25 pass behind the CRJ,"
PAT25 acknowledges aircraft insight - *This will be the issue *
PAT25 is looking south and "pure speculation here" is looking at AAL3130 as being PSA5342 -- which is on approach for rwy 01. as shown in the YT radar

PSA5342 is in a descending left turn for rwy 33 not able to see PAT25 which is below and to their right.
PAT25 continues south and impacts PSA5342 belly. no bueno!
I am not a trained ATC or Pilot and am likely wrong about everything.
I don't think the ATC gave the Helo enough warning to get out of the way. The collision happened within seconds of asking if he could see the CRJ (passenger jet). Regardless of Helo's reply, there wasn't even time to avoid the collision at that point.
Two, no one gets to cross a landing flight path without explicit permission from the CTA.
Maybe the CTA figured the military pilot knew better, but the universal rules are that you need permission to cross a landing flight path before doing so. That rule is in place to avoid this exact situation.

I listened to the audio and there were about 2 or 3 seconds between asking if Helo could see CRJ, there was no response, and then impact occurred.
