  1. Or ask for a concrete pad for your patio. A legal, English speaking semi-knowledgeable contractor will come make the deal with you and you never see him again.

  2. When the illegal group shows up make your call. Try to time it so your pad gets finished. Pay for it with proceeds.

Note: Quality is hit and miss with this method
