As a former Federal employee, we all had a government issued card (if we were in a position that required purchases, such as hotels and rental cars for travel). There were VERY strict rules on their use, and there would be occasional stores where someone got caught buying something they shouldn't, like when some guy got caught using it to buy women's clothing (and I don't think it was for a wife or girlfriend :) ) I think any fraud found associated with the government credit cards will be very minimal, especially in comparison to just a few of the minor USAID items.
