Why do we use honorable for such scumbags in Congress..? They don't meet the criteria...Most seem to represent the antonym. A form of hero worship of villains akin to actors, ball players, or rockstars. There seems to be no real requirement to be honorable.

It's a courtesy.
It sounds better than saying "The Pepophile Scumbag Traitor..." Honorable is shorter.
I remember a joke. What's the difference between Al Capone and a Politician? Al Capone doesn't demand you call him honorable.

I physically cringe when I see those placards.
It’s a Formal Courtesy Title largely meant to convey respect for the position. Rather than the person occupying it.
Congress at an individual level with a couple exceptions and certainly at an institutional level hasn’t been worthy of respect in decades if not well over a century if not longer.
Symptoms of larger systemic problems in Western Societies that have been boiling beneath the surface for a while. But yeah Titles and Honorifics for the most part are becoming more ironic in their use than anything else. Considering that often enough the people they are used in reference too. Are deeply detestable at both a professional and personal level.
If in front of congress, I would have no trouble not calling them that and actually telling them exactly what I think of them. Some are okay, but most are not imo.
Decorum.
Honest, moral, ethical------that DQs 98% of them~
I think the right word is dishonorable- lacking in honesty, morals and ethics. Much more appropriate for the vast majority of those in Congress.
