Not unexpected. Newly appointed heads by virtue of their position need to flex their authority. That and signal their own independence and that they actually run their departments. Not Elon and DOGE.
The wondrous world of politics. Like the newly appointed Noble in the days of yore must secure their fief to ensure the loyalty of those within. A Department or Agency Head is effectively useless when their own staff has no confidence in them. So they act to secure their Agency against outside influence from other Government Entities.
It’s why most of the American Intelligence Community often spends an inordinate amount of time, money, and manpower feuding with and leaking shit about each other. As they do in actual intelligence work.
Snowdens work was one of the most publicly visible parts of that Feud. He was a CIA contractor with much the same access to the CIA systems as he had with the NSAs. Yet he leaks information and documents that almost exclusively screw over the CIAs number one competition in the Intelligence Sphere.

That makes sense, they could just give a list of names of all employees to enemies.
But they should do the same internally.
