Don't respond - OPM can't fire you according to your Department, and your Department won't either.
Its rough for Feds who are doing a good job and want to reply but the bureaucracy is crushing. Hopefully they Department heads get addressed before round 2.

Like Trump said many times - Is there even truly a 66% ? How many are actually real ? But no doubt. No reply - no job. Return to common sense.
I can see the departments this applies to being the ones that need the most sitting, I e. Embedded deep state who are busy at the shredder.
