I understand it’s the same in France. A French coworker’s relative called ahead to the Emergency Room and was told not to come. They were told the ER was overwhelmed with migrants.
Actually the original way to get rid of waste water was throw it in the street. Had to watch out for chamber pots contents falling from above. And taking a bath was considered dangerous.
Hey maybe all the good guys can go back to using chamber pots, and dump all of them around every gov't building. And at all of their favorite entertainment places.
I think I once read that the warning uttered before the chamber pot was emptied out the upper story window was " 'Gardez l'eau" (watch out for the water). This was softened for English ears to "gardy-loo." It used to be a catchword in Seattle's science fiction fan community. (It also hints at why British toilets are called "the loo.")
I love stuff like this, I hated history in school, I love it now all the interesting things of daily life. We think we have it rough, many used corn cobs for TP. The Elite back then used to use Pomanders when out and about and even sometimes in their homes. For others, a Pomander is an orange with cloves stuck in it mostly. These were held up to the face at all times.

A friend of mine visited Paris a little while back and HATED it. Said it smelled like urine everywhere and was insanely dirty and overcrowded.
“Oh, that’s just the European culture. Eur A Peein. Right?”
I’ll see myself out.

Same in Ireland, we even have “qualified” turd world medical “experts”. One from Gaza was recently struck off, but still hired.
All of this is being done on purpose.
You can’t hate civil servants enough.
