The public were not given Informed Consent; they were intentionally misled.
The doctors were also mislead by the academicians, the regulatory authorities, the drug companies, the police and the governments. They had less choice than the recipient public had.

That's very true, though it doesn't excuse those who took it out of fear or even worse, gave it to their children.
