I think Higgins has been read in for a while now. Maybe not fully, but enough to tell us to have faith three years ago after meeting POTUS at Mar a Lago.
Massie of Kentucky opposed it. massie is a conservative. He’s one of the good ones and yet trump wrote a truth about getting him primaries for voting no. I cannot wrap my head around that one. We will never know if Massie has been controlled in other ways. Republican communities needed to get Trump's initiatives passed. If it doesn't happen it doesn't matter that we won. Truck can see things we can't.

What I like Rep. Higgins stated, beginning at the 33 min. 40 second mark, is that he usually opposes continuing resolutions, but ”things are coming together nicely, to save our Republic. ….This is a new deal.” He is smiling and laughing as he says ”We have things Well in hand”****
