Doesn't sound like an 'agreement' to me. More like "yea it's a good idea, BUT...".
Itβs called βtrust but verifyβ. In essence, yes we want peace but the solution must be iron clad, not something that can be undermined without serious consequences. We donβt want to go down this road again.
