I have to wonder because the bible also says this. Mark 3:28 "Truly I say to you, all sins shall be forgiven the sons of men, and whatever blasphemies they utter; Hebrews 10:12 but He (Jesus), having offered one sacrifice for sins for all time, sat down at the right hand of God. (This means that forgiveness was finished on the Cross of Christ.) Jesus Christ did not pick and choose the sins that would be forgiven, he said all sins.
BUT "Believe in the Lord Jesus, and you will be saved—you and your household" (Acts 16:31). So if someone hurts a child then has remorse and confesses their sins and believes in Jesus will be saved?
Forgiveness in heaven is one thing; protecting children from predators is another. Jesus seemed clear on that; thus the quotation from Jesus that OP mentions:

you have to repent of your sins, stop those sins and accept Jesus Christ as your Lord and Savior. most of these people worship satan, most of them will never repent and never accept Jesus.
