Building local bypasses tariffs. Unless they use foreign parts, where the tariffs are applied per part.
The whole point of tariffs is to bring production in-country. If companies want to employ local labor, they are welcome to set up shop, and if they are smart they source local steel.
Subaru does have one car co-built with Toyota who does a lot of US production, but that one is a low production sports car probably 100% Japan.
pnwhomebrewer - Tariff would only affect repair parts from Japan. If third party repair parts from the US are available they will be preferred by third party shops. And if you are in warranty the dealership prices won't change.
It baffles me that Subaru has such a hard time building engines with head gaskets that last. While other auto manufacturers have had head gasket problems too, they don't seem to struggle as consistently as Subaru does.
These vehicles are only assembled here. Meaning the components engine trans body parts ect are built in Asia or wherever, shipped here then assembled. The components will still face the tariffs.
What about foreign companies who make cars in America like Subaru or Toyota?

I get that. I was just asking cause I drive a Subaru. I have no idea where they make their parts.
Japan. As far as I know there's no Scooby do assembly done in the states. And it's hard to keep the head gaskets from blowing out. 😁
