They got Capone on tax evasion. A lot of top mobsters or white collar types are busted for wire fraud or money laundering.

Maxine is referred to as "the most corrupt in Congress" by her own corrupt peers - shes such an incompetent crook even the other crooks name and shame her for being so bad at hiding it.

Go after her first. Low hanging fruit, and shes so dumb she will make it easy to prosecute her income stream to try and get lighter punishment.
